| Rules for the 2009 Schriever Cup Classic Soccer Schriever Cup Classic By-Laws – May 2009 1. Purpose: To establish rules and guidelines for conducting the 2009 Schriever Cup Classic Soccer Tournament, 29-31 May 2009. It is open to all base level teams representing any service installation. The following criteria are required to participate. 2. Information: For clarification of rules or by-laws, contact the following individuals, SSgt Reyes Soltero at (w) (719) 721-9594/(c) (719) 439-6701 or Maj Jeremy Edwards at (719) 567-4381. 3. Rules: The Federation International Football Association (FIFA) will govern tournament play except were modified by these by-laws. 4. Eligibility: Active Duty and their dependents, Air Force Reserve/Air National Guard, DOD/NAF civilians, personnel on TDY (30 days or more) and DOD contractors assigned to their respective base. Exception – if you PCS and have a report NLT date of 31 May 2009 you may play for your previous location if they field a team (copy of orders required for verification) and if the coach of your gaining base, assuming they are in the tournament, releases you. All players must possess a valid DOD ID card. A. Teams must consist of 2/3rd’s Active Duty assigned to the respective base. B. Dependents must be 18 years of age. C. TDY personnel are required to furnish a copy of orders. D. AFRC, ANG, Dependents and Retirees are required to furnish driver’s license to verify eligibility. E. Active Duty players must include the unit of assignment and valid unclassified government e-mail address to verify eligibility. 5. Format: A. Pool Play to seed teams and Round Robin and 1st Rd of single elimination i. 25 minute halves ii. NO OVERTIME, straight to penalty kicks iii. unlimited substitutions, when you posses the ball (i.e. throw-ins, goal kicks), official’s approval required to enter field B. Quarters and Semi-Finals. i. 35 minutes halves ii. NO OVERTIME straight to penalty kicks iii. unlimited substitutions, when you posses the ball (i.e. throw-ins, goal kicks), official’s approval required to enter field C. 3rd Place match i. 45 minute halves, 10 minute halftime ii. 10 minute overtime, if no winner has been decided straight to penalty kicks, iii. unlimited substitutions, when you posses the ball (i.e. throw-ins, goal kicks), official’s approval required to enter field D. Final i. 45 minute halves, 10 minute halftime ii. 10 minute overtime, if no winner has been decided straight to penalty kicks, iii. unlimited substitutions, when you posses the ball (i.e. throw-ins, goal kicks), official’s approval required to enter field 6. Entry Fee: $350.00 due with roster. -- Deadline 15 May 2009. A. Payment will be accepted via NAF Disbursement Check, Personal Check or through PayPal using the website www.schrievercupclassic.com B. Checks payable to “United Futbol Club” C. The tournament is limited to the first 16-20 teams paid. Teams will be accepted in order of date and time payment was received. 7. Rosters: The coach is responsible for ensuring rosters are accurate. A. Changes are due no later than 20 May 2009. (Address any questions prior to submitting) B. Teams may consist of up to 20 players. C. Teams may augment their roster with 2 players from another military installation. They can not be from an installation that is participating in the tournament. D. Team can be formed by combining installations, so long as neither have a base team and/or if a team does not have enough people to make a team. The tournament director must be notified of any combined team. E. Annotate the colors of jerseys, each team is required to have two colors and goalies must have two distinct colored shirts. Home team, as indicated on the schedule, must change if there is jersey conflict. 8. Player’s Pool: A. Individuals that do not have a participating base team or their base team is full will be on a case by case basis and approved in advance by the Tournament Director. B. Teams will NOT be allowed to request specific individuals from the players’ pool. C. Order of selection will be based on order of date and time payment was received ($25 individual fee). D. There can be a player’s pool team so long as all base teams have sufficient players to field a team. 9. Forfeits: 2nd is disqualification from the tournament and forfeiture of tournament entry fee. 10. Conduct: A. Coaches / team captains are responsible for the conduct of their players and fans before, during, and after the match. B. Ejected players are required to depart the confines of the field and will be suspended for the following match. C. Any player caught striking or threatening an official or player will be banned from further competition. 11. Protest: A. Only for player ineligibility. B. Must be filed no later than the end of the game in which it occurred. C. Tournament Director will make determination prior to next game for team. D. Violations of player eligibility will result in the team forfeiting the match. E. 2 forfeits will result in disqualification of the tournament and forfeiture of tournament entry fee. 12. Awards: A. First place team will receive a Trophy Cup with their base name engraved on it as well as 50 SW coins, will receive shirts i. The winning team and United FC will arrange for the cup to be brought back to Schriever AFB if the team does not participate in the following year’s tournament. a. Requirements from winning team 1. A Primary and Alternate POC from winning base B. 2nd Place will receive shirts C. 3rd place will receive a Plaque 13. Individual Award: A. There will be an award for GOLDEN BOOT a. Referees will be required to keep track of individuals number that score and and for which team. 12. Safety: A. Blood Rule: Players must be substituted for until the injury is covered with an appropriate bandage or outer garment. If there are no visible signs of blood, the individual may re-enter the match. Clothing with blood staining must be replaced. B. Injuries/Emergency Medical Treatment: The coach / team captain will assess the situation and notify the tournament director of the nature of the injury. EMS will be requested when deemed necessary and player re-entry, if sent to the hospital, will require medical approved. 13. Lodging: Each team is responsible for obtaining their lodging from the approved sources on the website and on base Temporary Lodging Facilities (TLFs).
